Singapore Referees For International Tournaments

The Singapore Taekwondo Federation is proud that its international referees have been assigned for numerous overseas championships.  Here are some of the more recent appointments. Lim Teong Chin

Robin Chow

Lim and Chow turned down the offers to officiate in the World Junior and World Team Championships because of other pressing commitments.

For his assignment in the 1st World Poomsae Championships, Lim was presented the best referee award for his outstanding and exemplary officiating.

Singapore’s First Two Poomsae International Referee

The STF produced its first two international poomsae referees when Lim Teong Chin and Tan Cheng Hui passed the gruelling examinations conducted by the WTF at the end of the 6th International Poomsae Referee Seminar.  

The course, which drew 95 participants from 22 countries, was held from 24 to 27 June 2006 at Korea Sports University in Seoul, Korea.

The tests comprised theory, poomsae and judging.

For the written examination, candidates had to answer thirty questions which tested their understanding of the rules and regulations and the finer points of poomsae basic movements.  It was followed by an assessment of their ability to perform the poomsae which was randomly selected by the examiner.  

The judging segment was the most difficult as candidates were expected to give the same or almost the same score as the ‘experts’ for each performance.  Marks were deducted for wrong scores.  

To pass the test, candidates had to get at least 70% of the possible marks for each of the components.

Congratulations to both of them!

19 Participants Pass Referee Course

19 successful participants in the 30th National Referee Course were awarded Class 3 (P) National Referee certification.  The course held on 5, 6, 10 & 13 August 2006 attracted 23 members. 

Mr Lee Thiam Poh and Mr Lee Thiam Huat, both international referees , conducted the course comprising theory and practical.  The theory lessons included some interesting topics like mental preparation for referees and principles of judgement.  These important subjects were usually not taught in international referee seminars.

For the practical sessions, the participants learned the various refereeing procedures and hand signals.  They also went through some refereeing and judging under simulated conditions.

The training served them well when they were put on trial by fire.  They were assigned to officiate in the national championships in August 2006 and performed creditably.

The participants were awarded the qualification through the recommendations of Mr Yeo Boon Thiang, also an international referee.  Mr Yeo assessed them based on their performance in both the theory and practical tests.   

Unarmed Combat Course Successfully Conducted

35 poom and 22 blackbelt holders participated in the inaugural Unarmed Combat Programme Level 1 which was held over four sessions on 9, 10, 16 and 17 September 2006. 

The course was conducted by Mr Tan Kim Hoon, Mr Lim Keng Leong and Mr Tan Cheng Hui.  It covered quick release, basic locks and unarmed combat techniques.

Mr Chin Khee Shin and Mr RA Jeyaraman tested the participants.  They were impressed by the performances of almost all the participants.

Said Mr RA Jeyaraman: “I am pleased with the standard of their display.  What’s more, I like the seriousness shown by them during the test.”

The results of their assessments:  Only 3 out of the 57 failed!

2nd Hwarang Taekwondo Meet 2006

Individuals from all Primary Schools can participate in Taekwondo Challenge. At the end of the day, the primary school students are encouraged to participate in the fun-filled tele-match!

Secondary School students are encourage to form a team of 5 (inclusive of one reserve) to participate in Team Poomse Events. They can also take part in the Sparring Event.

The Briefing will be held at 10 am, Maris Stella High School Auditorium.

Your school must recognise and register for the students, even if your school may not have Taekwondo as CCA. The coach who is coaching the students must be from Singapore Taekwondo Federation (STF). A registration fee of $12.00 per person is requested. An event t-shirt awaits you on the actual Meet day!.

Coach Briefing

More than 125 coaches attended the briefing held on 10 September 2006 at 7.00pm at the National Training Centre. 

The briefing started on a poignant note with participants observing a one-minute silence in honour of the memory of coaches and an official of the STF who had passed on.

It was followed by an opening speech by STF President Milan Kwee.  Among other things, he said that he was glad to observe that the discipline of members had improved since he took over the helm.  He urged the coaches to continue to not only inculcate the right values in their students but also serve as their students’ role models.

After the speech, Mr Lim Teong Chin conducted the briefing.  He covered three areas – discipline, best practices and grading.  

Pursuing the points made by the President, Mr Lim appealed to the coaches to help the STF achieve its mission of making discipline a characteristic of taekwondo practitioners.  He believed it could be accomplished with their co-operation and support.

The BEST Ever Championships

The four-day Pesta Sukan National Taekwondo Championlships were successfully completed with ACME TKD retaining its overall title.  Aljunied CC, a strong contender for the crown, finished second while Yio Chu Kang CC surprised the other teams by clinching the third spot. 

After the completion of two categories, Aljunied CC took the lead with the Young Junior (Girls) and Young Junior (Boys) titles.  ACME TKD was close behind with one title for the Junior (Female) event.  The Junior (Male) trophy went to Yio Chu Kang CC.

Although ACME TKD did not finish tops in the senior categories, it won enough gold medals to edge Aljunied CC for the overall challenge trophy. 

NTU TKD and SAFSA TKD won the Senior (Female) and Senior (Male) events respectively to share the limelight with the other winners.

Said Organizing Chairman Lee Thiam Poh: “This tournament, 33rd in the series, is undoubtedly the best ever.  It was trouble free – no serious injuries, no protests and no hiccups.  Everything ran like clockwork. What’s more, the event was well supported and the standard of the competition and refereeing was high.

“On behalf of the STF, I would like to thank Mr. Charles Chong (MP for Pasir Ris –Punggol GRC) for gracing the event, Mr Joseph Yong (Secretary, CSC Council) for his support and all officials including the referees, team managers and coaches for helping us make the event a success.”

The event was organized by the STF and supported by the Singapore Sports Council, CSC Punggol Central and Liang Seng Sports.

Grading Briefing

A briefing on the grading uniform, procedure and judgement will be conducted on Sunday 10 September 2006 at 7pm at the National Training Centre.

We would like to invite your coaches, especially your main or chief coach, to attend the briefing which will provide insight into how the examiners grade pattern and sparring performances and more. It will also give your coaches the opportunity to clarify all grading matters and contribute ideas to further improve the grading system.

In order to be able to prepare your trainees well for the grading, it is imperative that your affiliate is represented in the briefing. Otherwise, your trainees will be at a disadvantage as they may be penalized because of their ignorance.

We are sure that you will agree with us that your trainees deserve the best that your club can offer. And this can be achieved only if your coaches keep abreast of the latest development in the sport – in this case, the grading requirements.

Taekwondo Coaching (Level 2) Course

We would like to invite your blackbelt members who possess the Taekwondo Coaching (Level 1) certification or NCAP (Level 1) Technical certification to participate in the course. 

The course information and registration form are attached.

Please note that it will be an advantage for coaches to complete their NCAP (Levels 1 and 2) Theory before they take up this course.  And we encourage them to do so.

1.  Submission for the Grading can only be at the STF office during office hours.

2.  Please ensure that ALL grading cards are properly completed and duly endorsed.  A recent photograph of the candidate must be attached.

3.  For ALL candidates who are going for Brown 1 & above, please have the following documents during submission:

a. Candidate’s grading card
b. 1 photocopy of the candidate’s Identity Card (front & back) / Birth Certificate (for candidate below age of 12)
c. 2 recent IC / passport photographs of the candidate
d. Form B (duly completed)

Submission will not be accepted if any of the documents is not available or, for Form B, partially completed.

4.  Submission will not be accepted if candidate fails to produce any of the documents mentioned above.

5.  The last day of submission is on 19 Sept 2006 (Tuesday). Any submission after this date will be considered as LATE SUBMISSION.

6.  Late submissions for candidates taking Brown 1 & above are to be done within two (2) weeks from 20 September 2006 (Wednesday). Submission beyond the grace period of two (2) weeks WILL NOT be accepted. An administrative fee will be charged accordingly for late submission. The charges are as follows:

7.  An administrative fee of SGD 5.00 will be charged for late submission of candidates taking all other grades except Brown 1 & above.

8.  A roll call will be taken at 1.30pm for Brown 1 (Senior) candidates going for 1st dan and 2.30pm for 1st dan , 1st poom and higher candidates. Those who miss the roll call will be considered as ABSENT or LATECOMERS. Latecomers will not be graded.

9.  Candidates are to turn up in proper dress code (as stipulated by the STF) for the grading. Candidates who fail to comply with the dress code will not be allowed to take the grading.

10. Supplementary Grading can only be conducted two (2) weeks before or after the Centralised Grading and will be subjected to the approval of the Grading Department.

11. Candidates will be taking the grading at their own risk and therefore will not hold the Federation, the Grading Department or anyone so concerned, responsible for any injuries, accidents or mishaps that may befall on them during the course of the grading.
