Promotion Scheme For National Kyorugi Referees

National Kyorugi referees will be considered for promotion based on their taekwondo qualifications, performance, and officiating experience.

The promotion criteria are as follow:

3rd Class Provisional:

  • Minimum 1st Dan,
  • Participants will be awarded Class 3 (P) upon successful completed and passed the National Kyorugi Referee Course conducted by the Singapore Taekwondo Federation (STF).

3rd Class:

  • Held the 3rd Class (Provisional) National Kyorugi Referee qualification.
  • Officiated in minimum one (1) Nationals or National Inter-school and four (4) sanctioned tournaments.
  • Valid Kyorugi Referee Licence.
  • Approved by the Board of Referees.

2nd Class:

  • Minimum 2nd Dan
  • Held the 3rd Class National Kyorugi Referee qualification for at least two (2) years.
  • Officiated in the capacity of a 3rd Class Referee in minimum two (2) Nationals or National Inter- School and six (6) sanctioned tournaments.
  • Valid Kyorugi Referee Licence.
  • Approved by the Board of Referees.

1st Class:

  • Minimum 3rd Dan
  • Held the 2nd Class National Kyorugi Referee qualification for at least three (3) years.
  • Officiated in the capacity of a 2nd Class Referee in minimum four (4) Nationals or National Inter- School and six (6) sanctioned tournaments.
  • Valid Kyorugi Referee Licence.
  • Approved by the Board of Referees.

S Class:

  • Minimum 4th Dan
  • Held the 1st Class National Kyorugi Referee qualification for at least four (4) years.
  • Officiated in minimum of six (6) Nationals or National Inter-School and six (6) from STF sanctioned tournaments.
  • Held the appointment of Chief Referee (CR) or Deputy Chief Referee (DCR) in at least four (4) STF sanctioned tournaments.
  • Valid Referee Licence.
  • Recommended by the Board of Referees.
  • Approved by the Technical Standing Committee.

* NOTE: The referee must clocked in at least 75% of the entire duration of the tournament to be eligible as a consideration for promotion. (For example, if the tournament duration is 10 hours, a referee must clock at least 7.5 hours in order for the hours to be taken into consideration for promotion.)

On meeting the minimum requirements, a national referee may submit his/her application for promotion on the prescribed form, available at the STF’s office.

International Referee (IR):

A S Class National Referee who fulfils the following requirements will be considered for the International Referee Course organised by the World Taekwondo (WT):

  • Minimum Kukkiwon 4th Dan holder / Kukkiwon 1st Dan holder (for Female)
  • Recommended by the Board of Referees.
  • Endorsed by the Technical Standing Committee
  • Approved by Singapore Taekwondo Federation Board (STF Board)
  • Upon approval by the STF Board, the S Class National Referee will have to apply and successfully complete the WT Online Referee Training Programme

The STF Board will decide on the number of qualified national referees for each International Referee Course and will consult the Board of Referees on the selection of suitable candidates for the course. The STF Board will give priority to candidates who meet the requirements as stated above. However, in the event where all candidates meet the criteria and the number of candidates exceeds the vacancies decided by the STF Board, selection will then be based upon candidates’ seniority in taekwondo.

Guidelines For Resumption Of Taekwondo Activity For Phase Three (‘Safe Nation’)

As Singapore has made good progress, to support a further resumption of activities, the Multi-Ministry Taskforce (MTF) announced the start of Phase 3 of re-opening from 28 Dec 2020.

Please see attached STF’s Advisory for the resumption of Taekwondo Activities for Phase Three (“Safe Nation”).

The Advisory is based on the latest guidelines from SportSG and other relevant authorities.

Please also review and take guidance from the guidelines and measures that are listed below and which may be updated from time to time. These and other Advisories from relevant authorities should be considered when you come out with your safe management plan for your operations.

Affiliates who are conducting classes in community clubs or similar establishments/associations must also work with the relevant parties to ensure that the measures are in place.  STF has engaged the People’s Association on the resumption of Taekwondo activities in community clubs and residents’ committees and any updates will be published when available.

SportSG has advised that Affiliates can resume their activities as long as they adhere to the existing Advisories.

For Affiliates who have not commenced operations and are resuming operations under Phase Three, the following measures are to be taken:

  1. Safe Management Measures Plan should be prepared within two weeks of the date of resumption of on-site operations and are to be made available on site for inspection by the authorities.
  2. Submit the number of workers who are working on-site via the GoBusiness portal (https://covid.gobusiness.gov.sg); prepare and implement the safe management plan covering the measures relevant to their operations.
  3. Submit the declaration form found in Annex A to STF within two weeks of the date of resumption of on-site operations under Phase Three.

179th Grading in January 2021

For Seniors (above 15 years of age and above)

The grading will be assessed on the 31st January 2021. The last day for video submission will be 24th January 2021. Criteria for grading will remain the same as the 178th. (Up to 2nd going to 3rd Dan only).

All videos for senior red 1 and above (Up to 2nd going to 3rd Dan only) must be pre-recorded and email to stf.grading@gmail.com by the 24th January 2021.  

Closing date for registration will be on 14th January 2021 by the clubs for the Senior Grading.

For Foundation and Colour belts

Foundation up to Red 2 will be graded by their respective club’s 4th Dan coaches.


All videos for Red 1 going to poom belts and above and “double promotions” recommendations must be pre-recorded and email to colournpoom.grading@gmail.com by the 21st February 2021.

All payments and the grading cards for the 179 grading must be submitted by the 5 Mar 2021 or late payment fees will be imposed.

Important note for all video/s submission:

  1. All videos MUST be in MP4 format.
  2. The file name and candidate name MUST be the same as that of the registered person for easy identification.
  3. All the videos taken must be in one file. You can take the videos at different time but it has to be edited / linked together as ONE file. This will help to facilitate and hasten the grading process by examiners.
  4. The video will have to be in the proper grading procedure. ie : Compulsory pattern, optional pattern(s), basic kick, followed by one round of 1 minute shadow sparring.
  5. For the PPassgoing for confirmation, coaches will have to indicate the comments from previous grading and which portion/s of the grading process needs to be confirmed. 
  6. DO NOT send multiple emails with the videos to the different emails as that would only clog up the emails. You will receive a reply once your email/video is received and the videos are in order.
