National Kyorugi referees will be considered for promotion based on their taekwondo qualifications, performance, and officiating experience.

The promotion criteria are as follow:

3^rd Class Provisional:

• Minimum 1^st Dan,
• Participants will be awarded Class 3 (P) upon successful completed and passed the National Kyorugi Referee Course conducted by the Singapore Taekwondo Federation (STF).

3^rd Class:

• Held the 3^rd Class (Provisional) National Kyorugi Referee qualification.
• Officiated in minimum one (1) Nationals or National Inter-school and four (4) sanctioned tournaments.
• Valid Kyorugi Referee Licence.
• Approved by the Board of Referees.

2^nd Class:

• Minimum 2^nd Dan
• Held the 3^rd Class National Kyorugi Referee qualification for at least two (2) years.
• Officiated in the capacity of a 3^rd Class Referee in minimum two (2) Nationals or National Inter- School and six (6) sanctioned tournaments.
• Valid Kyorugi Referee Licence.
• Approved by the Board of Referees.

1^st Class:

• Minimum 3^rd Dan
• Held the 2^nd Class National Kyorugi Referee qualification for at least three (3) years.
• Officiated in the capacity of a 2^nd Class Referee in minimum four (4) Nationals or National Inter- School and six (6) sanctioned tournaments.
• Valid Kyorugi Referee Licence.
• Approved by the Board of Referees.
