Singapore Taekwondo Federation Additional Precautionary Measures For Supplmentary Gradings 2019 Novel Coronavirus (2019-ncov) (Updated On 7th February 2020)

As Singapore has raised its risk assessment level of the Novel Coronavirus (2019-nCoV) situation in Singapore to DORSCON Orange, we will be introducing the following additional precautionary measures for supplementary gradings to minimize the risk of further transmission of the virus in the community. These measures are over and above the precautionary measures stated by STF on 5th February 2020. This is in line with the MOH and MOE measures that was advised on 7th February 2020.

In light of the 2019 Novel Coronavirus (2019-nCoV) situation, the Singapore Taekwondo Federation is advising all affiliates to implement the following precautionary measures to keep the Taekwondo community healthy and safe. These measures are referenced from measures MOH, MOE and ECDA have instituted.

Affiliates are required to implement the following precautionary measures for your classes and supplementary gradings. Affiliates who are conducting classes in community clubs or similar establishments/associations can work with the relevant parties to ensure that the measures are in place. STF will monitor the situation closely and will review the measures and step up where necessary, to ensure the health and wellbeing of the Taekwondo community in Singapore.

Visiting the STF Office – Travel Declaration

In view of the novel coronavirus (2019-nCOV), we require all members / visitors to declare their travel history. Your participation is compulsory to help us take precautionary measures to protect you and safeguard those working in the office and community. The completed form must be returned via email before visiting the office.

If you have been to Mainland China in the last 14 days, we require that you postpone your visit/meeting for at least 2 weeks. Please call the STF Secretariat on how you can make alternative arrangements for your applications / submissions.

International Poomsae Seminar (15 & 16 Feb) By Grandmaster Kim

Part Time Coaching at Kickmatics

Kickmatics Taekwondo is looking for instructors who are interested to work part-time at their school at Serangoon Garden or other locations such as Pasir Ris, Woodlands and Novena.

The requirements for applicants are as follow:

  • Competitive remuneration base on experience
  • Minimum 1st Dan black belt
  • Ability to demonstrate clearly all colour belts, 1st & 2nd Poom/Dan poomsae and ability to correct the students where necessary
  • Good communication skills and positive attitude
  • Conduct lessons in English
  • Candidates without coaching experience are also welcome to apply

The salary and working hours will be discussed during the interview.

2-year Restriction for Red Belts

Apparently many members are not sure of the definition of the two-year restriction for red belt holders who want to participate in the ‘Kyorugi’ competition.

Here are some examples which will provide clarity to the rule.

The rule does not apply to you if you are a red belt holder for two or more years but

  • have not participated in any competition,
  • have not won any medal in any competition with more than four players,
  • have competed as a junior and are registering as a senior or
  • have not competed for the last five years.

However, you are not allowed to participate in any tournament once you finish among the top four in any competition with more than four players.

Your coach will be required to declare that you are free from the restriction. Disciplinary action will be taken against your coach if the declaration is subsequently found to be untrue.

Anti-Doping Policy

INTRODUCTION

In the interest of protecting the integrity of taekwondo in Singapore through the elimination of doping, the Singapore Taekwondo Federation (STF) shall accept the World Doping Code (Code) and adopt, support and implement the World Taekwondo Federation (WTF) Anti-Doping Rules. This means the STF will protect the players’ fundamental right to participate in doping-free sport and assist in the detection, deterrence and prevention of doping.

OBLIGATIONS

The STF will ensure that all players under its charge shall

  • be knowledgeable of and comply with all anti-doping policies and rules applicable to them;
  • be available for sample collection conducted according to the Code;
  • take responsibility, in the context of anti-doping, for what they ingest and use;
  • inform medical personnel of their obligation not to use prohibited substances and prohibited methods; and
  • take responsibility to make sure that any medical treatment received does not violate the anti-doping policies and rules applicable to them.

TESTING

In addition to ensuring that the players follow the instructions required for testing, the STF will recognize the results of laboratory analysis by Anti-Doping Organisations conducted in accordance with the Code.

The STF may also carry out all medical testing deemed necessary to ascertain if a player has committed a breach of the anti-doping policies and rules.

RECOGNITION OF VIOLATIONS AND OFFENCES

The STF will also recognize and respect the decision of Anti-Doping Organisations, the WTF, the Singapore National Olympic Council or the Singapore Sports Council that a player has committed an anti-doping rule violation or a doping offence if the finding is consistent with the Code within the authority of the body concerned.

SUPPORT OF HEARINGS/DECISIONS

As long as the principles of fair hearings are adhered to, the STF will support the hearing body and its decisions. The principles are as follows.

  • a timely hearing
  • a fair and impartial hearing body
  • the right to be represented by counsel at the player’s own expenses
  • the right to be fairly and timely informed of the asserted anti-doping violation and resulting consequences
  • the right of each party to present evidence including the right to call and question witnesses
  • a timely, written and reasoned decision

CONCLUSION

The STF shall comply with all anti-doping requirements expected of it by the World Taekwondo Federation, the Singapore Sports Council and the Singapore National Olympic Council.
